On September 10, 2025, the House Intelligence Committee passed the Intelligence Authorization Act for Fiscal Year 2026. The portion of the bill pertaining to the Counterintelligence (CI) mission is known as the Strategic Enhancement of CI and Unifying Reform Efforts (SECURE) Act.
The SECURE Act introduces multiple key reforms designed to modernize and enhance the CI mission. Chief among them, the Act will replace the National Counterintelligence and Security Center (NCSC) with an empowered National Counterintelligence Center (NCIC). The NCIC will serve as the primary lead for CI Operations and Activities by developing a unified strategy and enabling coordination to address the fragmented, reactive nature of current CI operations. Through this unified strategy and an interagency task force, the U.S. will shift to a more offensive CI posture, enact expanded authorities, and focus efforts on major adversaries: China, Russia, Iran, North Korea, and Cuba.
Modern technology is the critical lynchpin to enabling this CI mission unification and transformation.
